Abstract

The state of regulation of social problems in the city is one of the factors that influence on formation of beliefs and feelings of people about the features of the city and its image as a whole. The possibilities for applying of the complex of social problems regulating instruments (social security, social insurance) at the city community level are in focus of this research. The main attention is on the role of civil society structures that regulate social problems in the formation of city image as a construction of perceptions of social practices and received information.
Non-governmental organizations that provide social services using methods of social work at the same time are agents of mobilizing city community. Results of the survey of leaders of non-governmental social services in Lviv showed that there is lack of trust to them from local government. Therefore, there is a need to increase public capital of non-governmental social services by using technologies of public relations (PR). The regulation of social problems at the city community level in the context of creation of favorable city image («The city with high level of social security») consists of combination of next strategies: building a network of available social services according to community needs and providing information about existing social services through technologies of public relations.
