The Social Diagnostic of Lutsk City in the Framework of Creation of the Strategic Plan of its Development

Abstract

Involving the community in the city development process is the first step in diagnosing its problems, benefits, features, etc. The sociological research «Main directions and prospects of development of the Lutsk city» conducted by the Laboratory for sociological researches of the Lesya Ukrainka Eastern European National University (December 2016, N = 656, the error does not exceed 5%) was one of such steps. According to the results of the research, the residents of Lutsk are most proud of the city's comfort and purity, they are oriented towards maintaining the order of the city, that is, stability, they are also concerned about demographic problems, but not interested with innovations. Despite its traditionality, the community of the city reacted to the drain of youth and the need for a special social inclusion of older people, people pointed to these problems as the most important. The drain of urban youth is related not so much with the educational migration, but with the impossibility of professionally self-fulfillment in the place of residence. The youngest inhabitants of the city (16-22) and professionally activity people (32-41), and with higher education and scientific degree, have absolutely concrete plans for changing their place of residence. These intentions depend on the financial status of the family: with its growth, the intentions to leave the city increase; but residents of a city with polar financial capabilities have specific plans to do so. Interestingly, the intention to leave the city is inherent to those who live in it until 10 years old; the period of 10 years is sufficient for professional self- fulfillment, therefore, the lack of opportunities for professionals will only contribute to the fact that they will consider Lutsk as a place of obtained of higher education with further professional migration, and as a transit point. Lutsk residents love their city very much, but only the youngest and oldest feel a special patriotic attitude. The reason for the patriotic attitude of the youngest inhabitants is socialization (this is the first Ukrainian generation that did not experience of Soviet propaganda in the process of socialization), the oldest - the desire for stability, settling. The social diagnostic of the state of the city community is extremely necessary for decision-making in the city management.
